The Clock Is Running on the Biggest Solar Incentive in History
A deposit before July 4, 2026 locks in 30% of your project cost. Here’s what that means for your organization.
Pennsylvania, New Jersey & Delaware — March 2026
Electricity rates across the region have increased at an accelerated pace since 2021 — and show no signs of slowing down. At the same time, the federal government has been offering the most generous solar incentive in history — worth 30% of your total project cost. That incentive is set to get significantly harder to access after July 4, 2026.
The deadline is the same for every organization. What you receive depends on your tax status.
If you’re a business: The 30% Investment Tax Credit (ITC) offsets what you owe in federal taxes — a dollar-for-dollar reduction worth nearly a third of your entire system cost.
If you’re a nonprofit, municipality, house of worship, fire company, or other tax-exempt organization: Direct Pay delivers the same 30% as a direct cash payment — a check, not a deduction. No tax liability required.
In both cases, a deposit made before July 4, 2026 locks in your eligibility. Projects with a deposit in place by that date have until December 31, 2029 to complete installation and claim the full benefit. Without a deposit by July 4, the full project must be completed by end of 2027 — a much tighter window and a real risk of losing the incentive entirely.
Why Solar Makes Sense Right Now
Utility rates don’t go down. PECO rates have risen dramatically since 2021, and Exelon’s $41.3 billion capital plan through 2029 signals more increases ahead. PPL, JCP&L, PSEG, Atlantic City Electric and other regional utilities are following the same trajectory. Solar breaks that cycle. The rate you pay per kilowatt-hour of solar power stays fixed for 25+ years — meaning every rate hike your utility announces is money your system is already protecting you from. For nonprofits and institutions, it’s money that stays in the mission. For commercial properties, that’s a predictable energy cost on the books for decades, not to mention the 100% Accelerated Depreciation available, which can add another 20-30% in federal tax benefits.

Greenfield Manufacturing — Northeast Philadelphia
A warehouse once powered by coal, the old smokestack still standing as a reminder, now runs entirely on sunshine. Greenfield’s large flat roof was a natural fit for an array that powers the facility directly. State lawmakers joined Solar States and PennEnvironment at Greenfield to announce legislation that would make new warehouses across Pennsylvania solar-ready — with over 16,000 warehouses in the Commonwealth, Greenfield is a glimpse of what commercial solar at scale looks like. 6ABC covered the announcement.
Germantown Jewish Centre — Mt. Airy, Philadelphia
In 2023, GJC installed a 117-panel array on their Education Building as an act of Tikkun Olam — repairing the world. The system generates 67,000 kWh annually, cuts the building’s electricity use by 50%, and saves approximately $8,000 per year. The Pennsylvania Solar Center honored GJC with the Lodestar Award for leadership in renewable energy. The project was funded in part by a 30% Direct Pay cash grant under the Inflation Reduction Act.
Elmwood Park Zoo — Norristown, Pennsylvania
A 449-panel array across two segmented roofs on the zoo’s new Welcome Center and Veterinary Health Center generates over 350,000 kWh annually — equivalent to the carbon captured by 215 acres of forest — and saves the zoo more than $30,000 per year. PECO’s solar rebate programs provided over $40,000 in incentives before a single monthly bill arrived.
Brookhaven Volunteer Fire Company — Delaware County, Pennsylvania
Volunteer fire companies run on tight budgets. Brookhaven went solar with Solar States and secured Direct Pay — a cash grant covering 30% of total project cost — putting real dollars back into fire company operations. As utility rates continue to rise, those savings grow automatically.
Cristo Rey High School — Philadelphia
Solar States installed a system at Cristo Rey that supports the school’s mission while stabilizing long-term energy costs — one of several educational institutions in the Solar States portfolio.
